I don't get it. you can get a SMT DS2 RB:A theme while the game is restricted from viewing on the eShop for those under 18.

Yeah, themes don't have age restrictions...
You can get themes for games you don't have because you may've watched them, or like how they look.
It's not that surprising and it's not upsetting in the slightest, to be honest with you.
