The Steam item server tends to go down at least once per week and when it does I usually just close TF2 and do something else. What if we could still use our weapons on Skial when the item server goes down? It'd help keep the servers populated when Steam is having problems and might encourage people to join more frequently so their favourite weapons are always available.
I learned about this cool plugin on a server I used to frequent. Basically it'll give you the last known weapons you used whenever the Steam item server goes down. I'm not sure what kind of impact it has on server performance but it was created by a renowned plugin developer (Dr. McKay) so I'm presuming it's written well enough that we shouldn't notice much if any decrease in performance.
