Bullet #4 is actually mis-translated. It reads "Seek United Nations Security Council action in case of any aggression or if nuclear weapons are used against Ukraine."

Basically, Russia has successfully broken bullets #2 and #3. That being said, UN has to and will respond. Otherwise Russia will be doing whatever it wants from now on.

Also even before Russia invaded a lot of military personnel I know were reactivated, so I'm kind of thinking the government had somewhat of an idea of what was going to go down soon
