Disciplinary Action bug?

I was hitting a player with the DA, but I didn't get the speed boost. This happens every time, but I don't know why.

The player in question was myself; I used the taunt to hit myself on the head with it..

I don't think it works or is supposed to work that way... You have to hit other people of your team in order to get the speed boost.
