It seems EVERY time i reboot, it does an update install. I can't tell if it is reinstalling one update over and over or is it new updates coincidentally every time i reboot.

"На здоровье" is equivalent of "you're welcome". It's also a wish to stay healthy. You must've heard "На здоровье" million times - usually in Hollywood movies, when Russian drink, they say "Na zdorovye". :D
