A few donor commands not working? :/

So I just donated for a week. And a few commands DO work like /swap but /hat /speed /gimme don't work.

They all say /speed is disabled or 'use of sm_gimme' is disabled.

Can I please has some helps? :D

Speed and gimme only work on idle.

It's an idle server, I forgot to mention it also works on the trade servers.
