Unlimited Baseball Spam. Hack? Or Plugin?

Hello! I apologise if this is misplaced, I didn't know where else to put this. But today while I was playing on the Skial Custom Server map, a user was able to spam a seemingly unlimited amount of baseballs at me and kill me with no effort. This happened multiple times and with many members of my team.

Was this user hacking? Or is there a plugin or donator thing that enabled this player to do this?
And if it is a legal thing he did, can the plugin be removed or modified? It's highly gamebreaking and unfair for the opposing team to have such an over powered opponant. It's not fun and very frustrating.

It's 50 balls. It's not a listed perk and I wasn't even aware of it's existence. Can't comment on whether it's intentional or a bug.

You get 50 balls/ jarate/ milk on custom maps. instead of the normal 100

I was saying on the server at the time that I suspected you were a hacker, at the time I was uneducated. I wasn't making a 100% accusation though. But I did ask you nicely to stop using the ball thing so we could all play fairly.

It's understandable, but now you know, and when you asked NICELY then I stopped, calling me a hacker isn't very nice, even after the fact that I explained what it was.
 
As I said, I wasn't 100% accusing you of being one. I voiced that I suspected you were a hacker, but as I wasn't certain I wasn't outwardly calling you one. I didn't see your explanation and I'm sorry for that.

It was by voice, either your sound was off, or you ignored me.
 
It's a pluggin that gives you 50 balls but I am not sure if it works for Mad Milk and Jarate.
