Begs the question why are these games so cheap, and your selling keys really cheap for money. Hmm... If you bought these games with money, and your selling them for 3 keys each, doesn't that mean you are losing money? It doesn't sound right.

He's most likely buying them when their on sale, and buying in bulk. For example 1 game on special. 10$. But if you buy 4 you only pay $30. Then you wait until the game is in need. And then it would usually cost $30. And he's selling it for $10 or 10 keys. But he only paid $7.5 for a game, still some profit.

Also, some people aren't looking for profit. They are just looking to get cash, quick. And it wouldn't matter if they lost a buck or two in the process.

EDIT: Some of those games I recognize because they have been for sale in the past few months. Anywho, if the game is tradable, it shouldn't really matter. If he charges back on the purchase, you can just contact Steam to get your game back.
