I'm horrible at explaining things so please bare with me here.

I've seen some TF2 players on youtube using a client side modification that increases the size of health text (just the text, not your actual amount of health) as well as the text of damage done to players. The mod also plays a sound indicating that you did damage to a player when ever you hit someone.

TF2 has stock options similar to what I described, but this mod takes those stock options and makes the damage text / health text easier to see and less ugly as well as a less obnoxious hit indicator.

Anyone know the name of what its called? I've been looking around and can't find it.

Post the video of the HUD that you want and someone here should be able to tell you which one it is. And maybe even help you install it if they so feel inclined.

Yeah it's a custom HUD. The one I'm looking for I've seen quite a few people using. Here's a video of someone using it

You can have hit sounds on in the advanced settings without downloading anything
 
You could do the show damage and hear damage from "advanced settings" in TF2. I think for the larger health though it could be a custom HUD, there are good ones like "Competitive TF2 HUDS" is a very good one and the one I use. Also frankenhud is good, in frankenhud i think the HP is bigger and the health bar thing is also bigger.

You can have hit sounds on in the advanced settings without downloading anything

I had it enabled and was using it for awhile but the sound it plays is a little annoying, especially when playing heavy/pyro. Some of the other mods I've seen play a lighter hit sound making it less annoying
