The only Unusual Hats I'd ever own would be a Fed-Fightin' Fedora, Honcho's Headgear, Flamboyant Flamenco, Hussler's Hallmark, Prussian Pickelhaube, Desert Marauder, or a Cosa Nostra Cap.

Only effects I even like are Vivid Plasma, Searing Plasma, Scorching Flames, Orbiting and Eerie Orbiting Fire, Sunbeams, and Hearts.

So pretty much any combo of the Hats I listed and the effects I listed would be a dream Unusual to me.

Well, because they're still kinda new and traders overprice it a lot. Facts are that Engi is second worse class unusual wise to Heavy and the hairpiece clips with all but 2 hats, so I doubt that many trades actually happened at that price range.
