he claims not to be hacking , but that he is just lagging very badly..witch is possible since he is from israel

He left after everyone yelled "HACKER HACKER!". File a report? No, just yell hacker until the guy leaves. Couldn't get a demo but he seemed to just be lagging his ass off til he caught up with a scout as demo. Might be making himself lag to hide the hack, idk.
Looks suspicious to me, but I'm not sure enough to ban him. Check out around 1:28 when he switches to demo.
Edit: I checked up on him as much as I could. No bans anywhere else, and can't find anything particularly suspicious. I still think his demo outruns a scout though at 1:28.
