Best to stay away from both. Low effects like these still have a b/o of a bud usually, when you can pick a decent looking low-mid tier effect like Blizzard or O. Fire or Smoking for a couple of keys more if you spend some time looking for one.

I recently bought a Smoking Cone for 18 keys for example, and that effect actually looks quite good imho.
