It can affect anybody using a US-based DNS server, from what I've read.

But, a lot of smaller ISPs in lesser-developed countries (or anybody who's ISP likes to cut corners) can also be affected, as many of them route to US-based DNS servers, as well.
 
I'm hoping having adblocker plus will help keep it away but I remember seeing this like a few months ago I don't understand why it would be brought up again by the news
