I think there are three reasons as to why this is...

The first being the age difference, I would say the average tf2 age is more than likely older than almost any other game.

The second of course that TF2 pubs aren't nearly as competitive as a typical league of legends game...and competition breeds LOLRAAAAAAAAAAAAAGE particularly when you are with randoms.

The Third is reasons like skial, little communities that grow on you, and you don't want to jeopardize being banned from them...the fact that you have a "home server" vs a random matchmaking one every single time, you see the same people...it just leads to a friendlier atmosphere.

I blame f2p coming out, no offence to the badass regulars that may be f2p here, but everyone became mean to each other, after f2p or some shit.I remember the times where everyone played for competition and fun instead of popularity and being the "badass of the server"

I think you missed the fourth point: TF2's art style is too unserious to appeal to the "cool kids", thus people who aren't troubled by seeming "uncool" plays the game, which means they have way more self-confidence, which at last leads to less raging.

If it had a question along the lines of "Abuse based on what hats/other items you have" we would see a slightly different outcome.

If COD had one cosmetic item half the community would endlessly troll and flame the people who wore it and the other half would endlessly troll and flame the people who did.

Not THAT much worse than tf2, but, you know.
