Resolved Admins, please read this. I really need some help.

Dear skial,
There has recently been a player on the server who is frequently changing his name (the only one i can remember is jeffrey the giraffe. I will put his current name in this later.). I am making this report because he has been doing the following:
Reconnecting to the server whenever there is any kind of got against him (including reports, that's why I'm submitting this manually) aka circumventing votes,
Racisim (he called me nigger multiple times via private chat)
Bullying (he has followed me skial server to skial server for at least two days now, insultIng me, laughing at me, using my real name (wich is NOT available via steam), claiming that I'm crying whenever my voice cracks over voice chat.
This also reminds me of in fifth and sixth grade when i was bullied nonstop by my classmates for two years straight, and eventually had thoughts of suicide.
Now I'm starting to think I had the right idea.
I know this isn't how you're supposed to report people, but I hope you will understand.
Help.

Please include proof. Proof includes:
  • Name
  • Time of abuse
  • Which Server
  • SteamID of offender found by opening your console and typing status.
  • Screenshots: Press F12 to save a screenshot to your steam profile.
  • Demos: You can record a demo by opening console and typing "Record <filename>" and to stop it, simply re-open the console and type "stop". You can then upload it to www.mediafire.com or any file sharing website. Without a demo, we cannot guarantee that we will be able to ban the player, unless he already has been banned on other servers.

Please include at least some of this information. Proof is a big must as well. Screenshots/Demos/etc.
 
You want to kill yourself, because troll is following you? Wow bro you need to go see a psychiatrist, as for the Troll client mute him, and block him on steam it's simple.
 
I banned the first one for chat spamming and the second for racism. However, this is not an appropriate way to report this. Too much research on my behalf.

I forgot to mention that i did mute.
But people were talking about it and arguing about it so I decided it would be better if I didn't keep trying to figure out what he was saying.
Also,
You do realize that many of the suicides in the USA are caused by bullying, right?
And this guy isn't a troll. There is a fine line between troll and bully, and this guy crossed It.
Trolls do it once.
Bullies follow you and do it again and again,
Until there isn't any you left to bully.

But your not getting me, you want to end your life, just because some obnoxious asshole is making fun of you? Who the hell cares what other people think of you, the only thing that matters is what you think of you, and if you think your worthless, that everything the BULLY says is true, then you gave him what he wanted, and he won't feel a damn bit of guilt if you kill yourself.
