You would need to write up a white list. Dunno if it's kosher to ban weapons in lobby though.
 
pomson and phlog bans are the only weapons that need to be banned on anything
 
does that tourney suggest you use tournament configs? You might be able to change the config a little to enable a white list when a .cfg is loaded the way that ugc does.
 
Kinda up for this, but tf2lobby has always been a place to see how new weapons work and for the trolls.

Serious teams scrim using an IRC client, our team isn't quite there yet and a server setup for scrimming will have the ban whitelist. We'll probably won't mind it once we start scrimming properly.

I think that if you have a whitelist (like the UGC HL whitelist for example) the lobby will automagically use it. I'm not 100% sure, but I have had a few people complain about not being able to use certain items when I ran lobbies on sconno's server (which has the UGC whitelist). In any case, as far as I know there is nothing wrong with having weapons banned in lobby, I'm sure that some people might bitch about it, but if you're using your league's rules I can't imagine it being too much of an issue.

Another place that we've had some success is http://scrim.co/, mostly just for meeting teams at a similar level for scrims.
 
+1, sick of getting ganked by enforcicle spies who then go on to brag at the end of the match.
 
So can we get a consensus on what exactly should be banned from the lobby servers?
I linked in the first post the etf2l weapon rules, I think that on COMP EU and the UGC list on LOBBY NY would be the ideal solution, but I don't know if the UGC list is too strict or not.

2.2 Weapon Rules
2.2.1 Banned Unlocks List. Unlocks released during the season are banned.
The following unlocks are banned:
2.2.2 Set hats banned, other hats and misc items allowed
The following set hats are banned from use:
All other hats and misc items are allowed.
 
I personally don't really mind the Spy-cicle / Enforcer, they make the spies more dangerous, but don't effect the gameplay. I think the phlog is actually a downgrade, I'd have trouble counting how many times of my sentries were saved by airblasts for example. : )

The only weapon really influences the gameplay is the Pomson. 2 lucky hits can throw the whole strategy built around your uber-advantage in the bin, changing the Engineers priority from what it should be (and it is in league games where the weapon is banned) to something completely different.

But I think going with the league rules regarding the other weapons will leave us on the safe side and it's easily explainable to anyone who inquires about a missing weapon.
