What is with this 'x required, x received' nonsense? There was this guy being a dick in the chat on a server with 6 people on today so I called a vote to kick him which received 5 yes votes to 1 no vote (his) and yet the vote still failed...

Can't you just go for the highest percentage of votes? It would make things simpler and less annoying

The reason why the majority of the server needs to vote, and that majority has to be for 'yes', is to help prevent vote abuse. A lot of people like to mindlessly press 'yes' without even knowing whats going on or even caring to ask before voting which is why there has to be a prerequisite of number of votes before any option can win. Valve servers also use a similar votekick system with a prerequisite too if I'm correct.

Removing that prerequisite would cause a lot more successful vote abuse

No that is not the reason.

The reason is because it is easy to get 2-3 friends and start banning and muting people from all our servers.

If you can't tolerate it, then do a client mute. Otherwise make a report.
