Why are west coast MGE servers empty?

I've noticed that there's an MGE server that's in LA, which is where I live, but it's dead. Why has nobody ever promoted it? Or why don't they make an MGE for the US? I wanted the west coast MGE to be common because the latency in east coast MGE screws with my aim.
