why are there bots in some servers?

if i join a skial server, there would be sometimes bots (not afk bots) on the server, just dueling it out, even when no one is there. why is this a thing?

Because its no fun to play alone, some Skial servers try to keep a set minimum population on the server at all times, the average is 12 bots....These are removed as real players join.

This has been a thing in most servers sense the start of TF2. Its to keep the servers looking full. More people are more likely to go on a server with 12 people, even if bots, then an empty server. And (not sure about non custom servers) you get points for seeding. Im fairly sure bots don't count against your seeding points.
