It's already been discussed to death here and in other threads, but I continue to think we would be better off removing c_models as a blacklisted path on the mods website.
Valve's rationale for blocking it seems to be that they don't want players in their competitive matches using transparent / no viewmodels to keep a level playing field, but I don't think the average TF2 player really cares much about people using them. And for us, it's a moot point, since r_drawviewmodel 0 cannot be disabled.
Even in a worst-case scenario where someone manages to make a custom viewmodel that allowed you to say, see through walls (and it somehow isn't otherwise caught by the mod checker), I am confident we would catch them through reports, just as we always have.
