Declined [VSH] Re-add Oilrig

I haven't heard why we removed it in the first place, but when brought up, I hear support for it to be re-added by the regulars, and no concerns about it being re-added.

No link for the DL since this is my second post and the forum won't let me, but it would be the map vsh_oilrig_v18 and it's available on gamebanana.

Horrible map. It should be evident by the fact that it got removed twice.

literally one of the worst maps ff2/vsh has ever seen it's basically just 4 lines, its the only map worse than turret testing
