New [VSH] prevent hale from superjumping if superjump charge isn't at or above 40%

this is meant to be a QoL change for hale in general since no one in their right mind is going to do a 2% charged superjump to get somewhere, and most of the <10% charged superjumps are accidental, either from crouchjumps, or pressing m2 to pull back a huntsman shot as CBS while looking at a red player above you.
