Even with $65/piece price for 6670 it's a better deal...
$100 for (used) 2x5570 ... or
$130 for (brand new) 2x6670
You still can technically get it for 39.99, but that's with a mail in rebate and you'd have to wait for the card to stock. It's also not xFire compat.

Also, I'll be willing to spend about 750 between the two parts.
I am no experienced computer builder. But your CPU is probably fine. I'm running on Pentium x2 E5300 @ 2.6GHz + upgraded ATI Radeon HD 4650. Most games run a bit laggy, but its nothing major.
Your upgrade doesn't have to be massive like upgrading to an extremely high-end CPU or GPU, because then you will have to change almost everything. Just a minor upgrade like the GPU I have right now will be probably fine.
