Approved Update surf_rainbow to version 3

Might be worth trying it out, v3 fixes the bug that let engies make a teleporter to the end, this should somewhat lessen the camping issue. There are more changes listed inside (also end is now less campable due to a door between team sides that can only be opened if both teams agree on)
