Declined Trade server (US) in dire need of administration/moderation

Firstly I'd like to apologize if this is in the incorrect section, but I couldn't find a place to put it.

There is this one person that is contantly coming back, after getting vote muted, bypassing it.

Doing nothing but attention whoring and cussing people out, but because of the fact that people find it entertaining, they don't try to vote mute him again.

I've seen this happen more than once.

Unless his antics become transgressions, there is really no need to have an admin patrolling him. Also, if you have a problem with him, and I know you acknowledged that you didn't know the correct section, but you can report him here: https://www.skial.com/forums/reports.38/ . Unless he is saying racial slurs while he is cussing, then I don't see the problem. But if he is, get evidence immediately and report him at this link.\
