While you barely meet the hours requirement, ban question is completely wrong, not much effort in the application, and yesterday I silenced you for racism after a troll started targeting you, admins need to keep a cool head as much as possible.

Marking improve, reapply later when you can rectify the ban question and put effort into the application.
