surf_rainbow_v3

Hey folks, I have NO idea who is in charge of the surf rotation but I'd like to announce rainbow version 3. There are quite a few fixes and tweaks to make it more playable and a bit more fun all around. I would post a link to Gamebanana but I don't have enough posts, just take my word for it when I say its there.
