From what I could tell, this person was on the server for a while before I joined, and he consistently yelled and blasted others over voice chat.

Honestly, this seemed like more of a votemenu or !ignore case. Two other players were talking way more than him during the first 5-6 minutes. However, his screams did begin to be every 30 seconds around 6-7 minutes (plus your votemute failed).
