When he tries to connect to the internet he gets this message....

Windows cannot connect to the internet using HTTP, HTTPS or FTP. This is prob. caused by firewall settings on computer.

Check firewall settings for HTTP port (80), HTTPS port (443) or FTP port (21).

He says he has been having issues with it and more than likely has a virus or malware. What should I recommend or do to help him out.

edit: I have googled this problem and have tried the suggestions that I have found with no sucess.

Had him do a system restore and it fixed his problem. He had downloaded some "Java" updates today and was more than likely the cause of the problem.
