All EU viable payload servers are either large (32p) or hightower. These are popular but the payload+ can be laggy and slow (for slower pcs) and hightower is abundant in other servers. I think a smaller 24 player EU region payload or casual rotation would be popular and beneficial as SKIAL has the best mix of halloween cosmetics, server items, etc
