I know there are way to lists admins and donators and thats all fine but what if we have a sm_players command and when you press the button for the players name it takes you to their steam profile where you can add them as a friend. I try to add friends via the Steam Community UI and it sometimes makes the UI open and close and it gets stuck closed at times its annoying trying to add people

There is an SM plugin that does this however it doesn't work with Orange Box games (TF2). The next best thing appears to be this: Steam Community Profile Viewer which could be neat.

Of course you can do what Soapy suggested and status/copy/paste their SteamID into a number of websites: http://steamidconverter.com http://steamidfinder.com or just go to http://steamrep.com and look them up.

I believe the only way to open webpages for users is though the MOTD, I don't know if it's possible for you to be automatically signed into your account that way. I guess it could just open a page with a link you could copy, though once you start heading in that direction you might as well just use status to get the steamID and just paste it into steamrep or hlstats.
This may be a little off-topic but I think that might be from your computer. When I had my old computer that struggled to run TF2 my Steam UI always had a hard time opening, especially in laggy situations. I got a little better computer that can run TF2 much easier. Since then my Steam UI always opens and very seldom closes on its own.
Point is a better computer would make it easier to add people in game :D
