It's supposed to be so, attacking team has longer respawn time to give the defenders a chance to actually win.

EDIT: If it's a control point map, and not an "attack/defend" control point map, they should have equal respawn times

I don't really mind the new, longer respawn times personally, but I play Goldrush a lot and heard a couple of times that people don't like it.
 
Valve is making everyone use default respawn times or face having no quickplay players.

Those servers emptied out for many hours until I set it to the default respawn times.
