Server rules question

Do admins have to follow the server rules on trade servers? One rule says your inventory must be public but a certain admin won't make his public on the Skial EU trade server.

Your inventory must be public if you're trading.

If you're not trading, then your inventory doesn't have to be public.

(Every rule also applies to admins, including this one).
