The rule to sell your Steam account is Valve's arbitrary rule, it is not a law. It is in violation of the first-sale doctrine so the agreement is not legally sound. They are trying to bypass it by saying it is a "license" not a "sale". This is being contested by the EFF.

You may attempt to trade your steam account here, but if it is disabled by Valve (which it probably will be if they find out), you must be willing to sue them.
