Declined Require Connected Steam Account to Post Outside Reports

Since the dude who's been spamming here recently is probably too stupid to work around a report form / too lazy to make throwaways and including the report section would slow down / discourage the actual reporting process.

Trouble is, people are lazy and I think this has the potential to put off new members from posting. This would be viewed as an obstacle to new members, "What, I gotta jump through another hoop?"
