AFK players are kicked when server becomes full. Servers fill faster when there are AFK bots because people generally do not want to join a completely empty map
ADK bots make teams unbalanced and ifmost of the time the team that has most AFK's gets steam rolled, if the AFK's were to get kicked autobalance would balance the teams out
The team scramble already balances the teams knowing that afk players play the worst. Usually when 1 side has all the afk players it is because the server is just filling up or people are purposefully trying to stack the teams.
