Qaz was originally called out while playing Sniper (Using The Classic) and I witnessed (though I know witness alone isn't evidence alone) him completely miss 2 shots that counted as headshots while spectating. He returned to Sniper a number of times but always switched back off when he saw someone go Spectator. I managed to screen record a few of his shots on Scout. It's most clear with the Spy - he shoots a good foot behind the Spy, but the shot still connects. He then follows up with another couple shots to the same spy (Now invisible from dead ringer but exposed by jarate) while only aiming somewhat near him. This second and third shot connect (as evident by the decrease in the Spy's Health, most easily noticed when the video is slowed down) despite the distance from crosshair to target. Even the bullet impacts from the shots show a miss, but he still did damage regardless.
