No he isn't, in game wise he has always been useless.

Maybe I should have worded my post better, Pikachu as a fighter is ass, Pikachu as a character I have nothing against.

Raichu is awesome, though. Too bad you need to wait until you get a tm for thunderbolt or he learns it leveling up (lv. 26 I think.)
