A chargeback happens when you sell virtual items via PayPal and the buyer turns out to be a scammer. The buyer will claim that his PayPal account got hacked and that the transaction was unauthorized. The items are not "chargebackable", if you're buying video games or something similar they would be, but the system only allows TF2 items. Steam will generally not restore items that have been purchased using cash.
The middle-man basically holds on your items and money until they're swapped, then you go back later and pick up your gains. Like a middle-man.
