make custom servers 100% alltalk

servers like hale and deathrun shouldn't have the ability to turn off alltalk.

why not? In hale people in the mic can tell hale where the other people are. There is a reason hale can't read the chat of the people that have died.

adding onto this usually all talk is turned off is because 12 year old kids begin to insult other players and sometimes there can be 3-4 of them doing it at the same time
