A scrap banker is a person who gives you a 1 scrap for 2 random weapons from different classes and makes profit by selling two weapons for a scrap or so

You still sell 2 weapons.
A service is something like: Someone makes you a decal tool and you pay them 1 ref.

Looks like some mod believed it's a service.
Maybe they can tell us why :)
