Is using a bot to "spam" allowed?

There is the one guy called "The Zlice of Nice" that uses a program that uses a bot that speaks. The bot speaks when you type in the command "!tts (message here)". I'm not sure if that is allowed but it's basically spam as everyone keeps spamming the !tts command. I constantly have to ignore it and I'm not sure if its allowed.
