Is the Spyro Dispenser glitch considered an exploit?

In FF2 NY, Spyro has a glitch where he can get infinite ammo on his revolver when he disguises as any red class and gets ammo off an enemy Engineer's dispenser. All bosses in FF2 cannot pickup any ammo packs yet Spyro can get extra ammo. Of course in vanilla TF2 this is a feature for the Spy but getting a revolver that doesn't run out (if the dispenser is still up) that does long ranged damage doesn't seem fair as other bosses are stuck with their default ammo sizes (IE: Cave, Jack, Bill, ETC).

How powerful is the revolver? If refilling his ammo from a dispenser gives the boss a massive advantage I'm assuming its a oversight by the boss creator.

But it could also be by intentional design

Either way if its overpowered I can ask Bottiger to see if he can prevent Spyro from getting dispenser ammo
