You could just do this.
>backup Steamapps folder to external drive/whatever
>Uninstall Steam from C
>Reinstall it to D
>Drag Steamapps folder back in
Saves having to download them all again!

From Psycho's link,

Here's an example of how to move the Steam installation between two hard drives:
  1. Log out and exit Steam
  2. Navigate to the folder where Steam is installed (by default: C:\Program Files\Steam\)
  3. Delete all of the files and folders except the SteamApps folder and Steam.exe
  4. Cut and paste your Steam folder to the new location, for example: D:\Games\Steam\
  5. Launch Steam
  6. Steam will briefly update and then you will be ready to play
  7. All future game content will be downloaded to the new folder D:\Games\Steam\Steamapps\

Ha. Happened to me last week. I actually thought I was hacked or someone hid content on my drive. I figured it was Steam folders but wasn't sure. Downloaded this little program. Really put it in perspective what is taking up space on your HD.

I removed a few Steam installs to free up a portion of the HD but will move to a new drive tonight.

Buy more hard drives, or at least a bigger one.

Those are just inside my computer currently. Have some other drives laying around as well with more data on them.

If it's a desktop though, just buy another hard drive, they're cheap.
If it's a laptop, buy a larger one and just clone it
