Heavy that jetpacks, has razerbacks, a sniper, and a rocket launcher?

Hey, I was just wondering, how does a Heavy have a Razerback, to avoid me from backstabbing, a pyrogun, a rocket launcher and a sniper rifle? Is this not against the rules? I'm not playing on that server ever again if that is how it's going to be :\
