There are issues with custom crosshairs on servers with sv_pure 1 and sv_pure 2, but I have found a way to work around it:
Edit: It seems step 3 has to be performed every time you run the game. For a more reasonable way to get this sorted on Skial servers, see here.
- Move the VMT & VTF files to tf/materials/vgui/replay/thumbnails/. Edit the VMT file accordingly.
- Start Team Fortress, then run the command cl_crosshair_file ../replay/thumbnails/filename.
- Join a server with sv_pure 0, then leave it.
- Feel free to join any kind of server. The crosshair will work.
