Approved Fix Phlog Freeze on VSH

Ever since the reduction of the number of cosmetics one can wear with skial items, pyro has had this annoying bug where he is frozen in place for almost a full second after he taunts with a full Mmmph meter. Would like for this bug to be addressed so that pyro isn't so exposed anymore using the phlog. It also reduces the amount of time he can actually utilize his crits.

It's to prevent people doing this

It doesn't seem as useful on vsh compared to vanilla, I guess the patch was applied to all servers when delfy uploaded this video.

Up to @Bottiger if he wants to make it server specific

i'm actually gonna chime in and say that this "exploit" is over 7+ years old. it's too situational to be good in vsh and hale can always just run/superjump away from a phlog pyro that activated their mmmph.
