The runners can exploit the spinner by going on to a specific area, which allows red team to avoid doing the spinner. If the spinner arms were just a hair longer, they will not be able to do what they do now.

+1, but in my opinion it should be replaced with a new, normal spinner minigame (like dr_supermonkeyball's one), because this one is slow and broken

I've never seen it in-game myself but I'm guessing you mean they can go right onto the edge to avoid it because this gap looks big enough for that to be done.

Should I make it longer or do you want me to change the design instead?

Make the blades bigger and put a non player passable wall around it so they can't avoid it
