New [DR] Replace dr_office with dr_department

This map is basically a remake of the classic map called "dr_office". Also, its way better than the one we have currently


- Runners can no longer stall in the pit as they are timed to escape it or else they die
- More Minigames
- Better Detailing


Overall, i think this map should replace dr_office since its office but Better and fixes the issues on the map.

-1 to replacing +1 to adding in tandem, nothing will ever truly replace the original, office lives and dies by the pit, it was already removed once and had to be readded once the map died without it.

Decided to playtest it for myself. I will say it is definitely a vast improvement over the original, though I'd say we keep the original office, as this version vastly changes most of the map enough to warrant its own map slot, instead of replacing the original. That and people enjoy the pit more than they should, lmao.

Completely fair! I just think that some other people won't like it since they're pit tryhards. (which sucks if this is the reason alone that prevents this map from getting added)
