Shooting grenades over the skybox in dustbowl stage 3. If you require a demo of him getting kills using this method I can record another demo, he does this frequently.

after looking at a decompiled copy of the map, judging by the lack of any func_nogrenades brushes, it seems the area is purposely made to allow grenades to be lobbed over the buildings.

Dio does seem to have found what Valve devs call a "perch point" due to a clipping oversight, but this makes him an easy target for Snipers in the alleyway
